 The most produced steam locomotive of its time and the first of a standardized design, more that 780 9600's were built between 1913 and 1926. Primarily utilized as a yard switcher and branchline road unit, the 2-8-0 steamer proved to be a reliable and longtime workhorse, with some operating until the mid-1970's. Several of these units still exist in museums today.

The 9600 type steam locomotive is used on freight trains in mountainous districts and switching service. This was the most frequently produced locomotive in the Taisho Era. The 9600 type steam locomotive was the first standardized steam locomotive prototype with 770 engines manufactured between 1913 and 1926. The locomotive operated in Hokkaido and the Chikuho area, as well as on the Yonasaka and Kawagoe lines in its later years. The last 3 were assigned to the Oiwake section in Hokkaido until March 1976 and then retired as the last operating steam locomotives in Japan.
